What is a New Jersey State Contract Vendor?

For businesses big and small, the Division of Purchase & Property, Purchase Bureau, serves as New Jersey’s primary agent in the procurement of goods and services necessary to operate State government. The bureau, part of the State Treasury Department, administers a statewide purchasing system used by all state agencies and county and municipal governments as well.

Its yearly “shopping list” includes a wide variety of goods - from air conditioners to zippers - and services - from addressing services to x-ray technician services. Almost everything a government office, laboratory, motor pool, warehouse, data processing center, print shop, carpentry shop, library, fire station, TV studio, training center, hospital, prison, or other institutions could use is often procured through the Purchase Bureau.

Everything from police whistles to pick-up trucks are handled by procurement experts familiar with the standards and specifications as determined by the State. In fiscal year ‘96, the state’s purchasing staff will obtain approximately $1 billion worth of goods and services on behalf of all state agencies, and will administer about 5,500 contracts.

The numbers become even larger when counties and municipalities make purchases under the same contracts. Doing business with the State can have a very beneficial domino effect under the Cooperative Purchasing Program. This program allows school districts, municipalities, counties and other political subdivisions to “piggyback” on many state contracts. By using the State’s competitively bid contracts, the local purchasing officers do not have to duplicate the effort of developing specifications, soliciting bids and evaluating proposals.

In addition, with the prospect of higher volume purchases, the State can often obtain a better price than the local agencies. In short, the Cooperative Purchasing Program not only makes transactions between business and government easier, it also means a greater savings for all taxpayers.
